Creating Vuex Mutations with Higher Order Functions

Higher order functions can be used to consolidate similar Vuex mutations into a single Higher Order function. Merging the logic of each "append child to parent" Vuex mutation into a single Higher Order function keeps code DRYer and cleaner.
It also allows for easily adding more "append child to parent" type mutations.
